Nacido en Shanghai, se trasladó más adelante a Hong Kong con su familia, donde comenzó a hacer fotografías usando una Rolleiflex regalada por su padre.
Inicialmente, consideró la fotografía como un pasatiempo, pero al vagar por las calles y los avenidas de Hong Kong, la ciudad y sus habitantes le fueron poco a poco poseyendo.
Ya sea en los bajos fondos de Hong Kong, en sus animadas calles o en una escalera iluminada, los patrones de la vida diaria son la inspiración para las fotografías de Fan Ho.
